Efektivitas Kinerja Kantor Dinas Pemberdayaan Perempuan dan Perlindungan Anak di Kabupaten Nabire yang Berbasis Gender

Kekerasan berbasis gender terhadap perempuan dan anak masih menjadi persoalan serius di Kabupaten Nabire yang menuntut kinerja organisasi publik yang efektif dan responsif gender. Penelitian ini bertujuan menganalisis efektivitas kinerja Dinas Pemberdayaan Perempuan dan Perlindungan Anak (DP3A) Kabupaten Nabire dalam mengimplementasikan program berbasis gender, mengidentifikasi faktor-faktor yang mempengaruhinya, serta merumuskan upaya peningkatan kinerja dalam kerangka pengarusutamaan gender. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif-analitis. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi terhadap pejabat dan pegawai DP3A serta pemangku kepentingan terkait. Hasil penelitian menunjukkan bahwa efektivitas kinerja DP3A belum optimal, terutama dalam aspek perencanaan, monitoring dan evaluasi kinerja, serta koordinasi lintas sektor. Faktor internal seperti keterbatasan kompetensi dan jumlah sumber daya manusia, sistem monitoring yang belum terintegrasi, serta keterbatasan sarana prasarana menjadi hambatan utama. Sementara itu, faktor eksternal berupa kondisi sosial budaya masyarakat dan lemahnya sinergi antar lembaga turut memengaruhi capaian kinerja. Peningkatan efektivitas kinerja dilakukan melalui penguatan kapasitas sumber daya manusia, perbaikan sistem monitoring kinerja, peningkatan koordinasi lintas sektor, serta penguatan komitmen kelembagaan terhadap prinsip pengarusutamaan gender. Penelitian ini memberikan kontribusi empiris bagi pengembangan manajemen kinerja organisasi publik berbasis gender di tingkat daerah.
