Analisis Kompetensi Sumber Daya Manusia dalam Pelayanan Perlindungan Anak di Dinas Pemberdayaan Perempuan dan Perlindungan Anak Kabupaten Nabire

Penelitian ini bertujuan menganalisis kompetensi sumber daya manusia dalam meningkatkan kualitas pelayanan perlindungan perempuan dan anak pada Dinas Pemberdayaan Perempuan dan Perlindungan Anak (DP3A) Kabupaten Nabire. Penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa kompetensi SDM berperan penting dalam menentukan efektivitas pelayanan, terutama pada aspek pengetahuan, keterampilan, dan sikap profesional aparatur. Kompetensi pengetahuan tercermin dari pemahaman regulasi dan prosedur pelayanan, sementara kompetensi keterampilan terlihat pada kemampuan komunikasi, penanganan kasus, dan koordinasi lintas sektor. Selain itu, sikap profesional seperti empati, tanggung jawab, dan komitmen kerja menjadi faktor kunci dalam membangun kepercayaan masyarakat terhadap layanan perlindungan. Penelitian juga menemukan kendala berupa keterbatasan jumlah SDM, kurangnya pelatihan berkelanjutan, serta belum optimalnya sarana pendukung pelayanan. Oleh karena itu, peningkatan kompetensi melalui pelatihan, penguatan koordinasi kelembagaan, serta penyediaan sarana dan prasarana yang memadai menjadi strategi penting dalam meningkatkan kualitas pelayanan perlindungan perempuan dan anak. Penelitian ini memberikan kontribusi praktis bagi penguatan kapasitas kelembagaan serta pengembangan kebijakan peningkatan kualitas pelayanan publik berbasis kompetensi SDM.
