Motivasi kerja Aparatur Sipil Negara (ASN) merupakan determinan penting bagi efektivitas kinerja organisasi publik, khususnya pada instansi teknis yang beroperasi dalam kondisi geografis dan operasional yang kompleks. Penelitian ini bertujuan untuk menganalisis kondisi motivasi kerja ASN, mengidentifikasi faktor-faktor internal dan eksternal yang memengaruhinya, serta merumuskan strategi peningkatan motivasi kerja pada Dinas Pekerjaan Umum dan Penataan Ruang Kabupaten Intan Jaya. Penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Informan penelitian terdiri atas enam ASN yang dipilih secara purposive berdasarkan jabatan, masa kerja, dan keterlibatan langsung dalam pelaksanaan tugas. Hasil penelitian menunjukkan bahwa motivasi kerja ASN belum optimal dan bersifat heterogen. Faktor internal yang memengaruhi motivasi meliputi kepuasan kerja, rasa dihargai, peluang pengembangan karier, dan tanggung jawab profesional. Sementara itu, faktor eksternal mencakup tingginya beban kerja, keterbatasan sarana dan prasarana, tantangan geografis dan cuaca, lemahnya sistem penghargaan dan insentif, serta kurang optimalnya komunikasi dan dukungan pimpinan. Temuan ini menegaskan perlunya kebijakan manajemen sumber daya manusia yang kontekstual melalui penguatan kepemimpinan, perbaikan sistem penghargaan, peningkatan fasilitas kerja, dan pengembangan kompetensi ASN secara berkelanjutan.
