Analisis Kinerja ASN Melalui Sinergi Kompetensi, Disiplin Dan Budaya Kerja (Studi Fenomenologis Di Bappeda Kabupaten Nabire)

Penelitian ini bertujuan menganalisis kinerja Aparatur Sipil Negara (ASN) melalui sinergi kompetensi, disiplin kerja, dan budaya kerja pada Badan Perencanaan Pembangunan Daerah (Bappeda) Kabupaten Nabire. Penelitian menggunakan pendekatan kualitatif dengan metode fenomenologis untuk menggali pengalaman dan pemaknaan ASN terhadap praktik kerja sehari-hari. Data dikumpulkan melalui wawancara mendalam dengan enam informan kunci yang terdiri atas pimpinan dan staf ASN, serta didukung oleh dokumen perencanaan dan laporan kinerja. Analisis data dilakukan melalui proses reduksi, penyajian, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa kompetensi ASN berperan penting dalam meningkatkan efektivitas dan kualitas kerja, sementara disiplin kerja mendukung pencapaian target dan kepatuhan terhadap regulasi. Budaya kerja yang berorientasi pada kolaborasi dan tanggung jawab bersama menciptakan lingkungan kerja yang lebih produktif. Namun, masih ditemukan kendala berupa kesenjangan kompetensi, keterbatasan adaptasi teknologi, dan kecenderungan budaya kerja individualistis. Penelitian ini menegaskan bahwa sinergi kompetensi, disiplin, dan budaya kerja dapat meningkatkan kinerja ASN secara optimal apabila dikelola secara konsisten melalui kepemimpinan, pembinaan berkelanjutan, dan penguatan budaya kerja kolaboratif. Temuan ini memberikan implikasi praktis bagi pengelolaan SDM ASN di pemerintah daerah.
