Evaluasi Sistem Rekrutmen dan Seleksi Pegawai di DP3A Kabupaten Nabire: Studi terhadap Kesesuaian Kompetensi dengan Tugas

Penelitian ini bertujuan mengevaluasi sistem rekrutmen dan seleksi pegawai di Dinas Pemberdayaan Perempuan dan Perlindungan Anak (DP3A) Kabupaten Nabire dengan menitikberatkan pada kesesuaian kompetensi pegawai terhadap tugas yang dijalankan. Penelitian menggunakan pendekatan kualitatif deskriptif dengan desain studi kasus. Data dikumpulkan melalui wawancara mendalam terhadap lima informan kunci yang terdiri atas pimpinan dan staf DP3A, serta dianalisis menggunakan teknik analisis tematik. Hasil penelitian menunjukkan bahwa DP3A telah menerapkan sistem rekrutmen formal berbasis kompetensi melalui tahapan seleksi administrasi, tes tertulis, wawancara, dan asesmen kompetensi. Secara umum, kompetensi pegawai yang direkrut dinilai cukup sesuai dengan tugas dan fungsi jabatan, terutama melalui mekanisme penempatan berbasis kompetensi serta dukungan orientasi dan pelatihan awal. Namun demikian, efektivitas sistem masih menghadapi sejumlah kendala, antara lain keterbatasan jumlah dan kualitas pelamar, keterbatasan sumber daya, serta adanya pengaruh faktor non-teknis dalam proses seleksi. Penelitian ini merekomendasikan penguatan asesmen kompetensi, perluasan jaringan rekrutmen, serta evaluasi dan monitoring berkelanjutan guna meningkatkan kesesuaian kompetensi dan kinerja organisasi.
