Peran Tambahan Penghasilan Pegawai dan Kompetensi untuk Meningkatkan Kinerja (Studi Kualitatif Pada Dinas PUPR Provinsi Papua Tengah)

Penelitian ini bertujuan menganalisis peran tambahan penghasilan pegawai (TPP) dan kompetensi dalam meningkatkan kinerja aparatur sipil negara pada Dinas PUPR Provinsi Papua Tengah. Pendekatan kualitatif digunakan dengan metode studi kasus, melibatkan lima informan yang dipilih secara purposive. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi, kemudian dianalisis menggunakan model interaktif Miles & Huberman. Hasil penelitian menunjukkan bahwa TPP berkontribusi positif terhadap motivasi dan loyalitas pegawai, meskipun nilainya belum sepenuhnya sebanding dengan beban kerja. Kompetensi—meliputi pengetahuan, keterampilan, dan sikap—terbukti berpengaruh langsung terhadap kualitas kinerja. Temuan mengindikasikan bahwa sinergi antara insentif finansial dan pengembangan kompetensi menjadi faktor kunci peningkatan kinerja. Strategi efektif perlu menggabungkan kebijakan insentif yang adil dan proporsional dengan program pelatihan terstruktur berbasis kebutuhan. Penelitian ini menegaskan pentingnya manajemen sumber daya manusia yang menyeimbangkan aspek finansial dan pengembangan kapasitas, khususnya di daerah otonomi baru, untuk mendorong kinerja optimal dan keberhasilan pembangunan infrastruktur.
