Peran Inovasi dalam Hubungan antara Pelatihan, Dukungan Teknologi, dan Kinerja Pegawai: Studi Kualitatif pada Dinas PUPR Provinsi Papua Tengah

Peningkatan kinerja pegawai merupakan tantangan strategis bagi organisasi sektor publik, khususnya pada instansi pemerintah daerah yang berada dalam fase transisi kelembagaan. Penelitian ini bertujuan menganalisis peran inovasi dalam memperkuat hubungan antara pelatihan, dukungan teknologi, dan kinerja pegawai pada Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) Provinsi Papua Tengah. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumentasi terhadap lima informan kunci yang dipilih secara purposive, kemudian dianalisis menggunakan teknik analisis tematik. Hasil penelitian menunjukkan bahwa pelatihan meningkatkan kompetensi teknis dan pemahaman tugas pegawai, sementara dukungan teknologi mempercepat proses kerja dan meningkatkan akurasi pelaksanaan tugas. Namun, dampak kedua faktor tersebut terhadap kinerja pegawai menjadi lebih optimal ketika didukung oleh inovasi organisasi. Inovasi berperan sebagai mekanisme penguat melalui penerapan cara kerja baru, pemanfaatan teknologi secara kreatif, serta peningkatan adaptabilitas pegawai terhadap perubahan organisasi. Temuan ini menegaskan bahwa inovasi memiliki peran strategis dalam memaksimalkan efektivitas pelatihan dan dukungan teknologi dalam meningkatkan kinerja pegawai. Penelitian ini memberikan implikasi praktis bagi pengelolaan sumber daya manusia sektor publik, khususnya dalam mendorong budaya inovasi berkelanjutan.
