Analisis Pelaksanaan Konseling Dalam Menangani Kasus Pelanggaran ASN Dalam Meningkatkan Disiplin ASN di BKPSDM Provinsi Papua Tengah

Penelitian ini menganalisis pelaksanaan konseling dalam menangani kasus pelanggaran Aparatur Sipil Negara (ASN) serta kontribusinya terhadap peningkatan disiplin di BKPSDM Provinsi Papua Tengah. Penelitian menggunakan pendekatan kualitatif deskriptif dengan sumber data primer melalui wawancara dan observasi terhadap tujuh informan, serta data sekunder berupa dokumen kepegawaian. Hasil penelitian menunjukkan bahwa pelaksanaan konseling masih bersifat reaktif dan belum terintegrasi secara sistematis dalam mekanisme pembinaan disiplin. Konseling dilakukan setelah pelanggaran terjadi, sehingga efektivitasnya dalam mencegah pelanggaran relatif rendah. Faktor penghambat utama antara lain keterbatasan waktu pejabat pembina, kurangnya pemahaman ASN mengenai manfaat konseling, ketiadaan standar operasional prosedur, serta budaya organisasi yang belum mendukung dialog pembinaan. Meski demikian, konseling terbukti memiliki potensi signifikan dalam membantu ASN memahami kesalahan, menemukan penyebab perilaku menyimpang, serta merumuskan langkah perbaikan yang meningkatkan tanggung jawab dan komitmen etika kerja. Temuan ini menegaskan pentingnya penguatan kebijakan konseling sebagai strategi pembinaan non-hukuman untuk meningkatkan disiplin ASN dan mendukung profesionalisme birokrasi.
