Peran Pengembangan Sumber Daya Manusia dalam Meningkatkan Kinerja Pegawai: Studi Kasus di Kantor Inspektorat Kabupaten Nabire

Penelitian ini bertujuan untuk menganalisis peran pengembangan sumber daya manusia (SDM) dalam meningkatkan kinerja pegawai di Kantor Inspektorat Kabupaten Nabire. Metode penelitian menggunakan pendekatan kualitatif dengan desain studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi, melibatkan informan dari berbagai jenjang jabatan. Hasil penelitian menunjukkan bahwa program pengembangan SDM—meliputi pelatihan, pendidikan lanjutan, bimbingan teknis, serta pembinaan karier—berdampak positif pada peningkatan pengetahuan, keterampilan, motivasi, dan sikap kerja pegawai. Pengembangan SDM juga terbukti memperkuat budaya kerja kolaboratif, meningkatkan kepuasan kerja, serta mendukung efisiensi dan efektivitas pelaksanaan tugas pengawasan. Namun demikian, keterbatasan anggaran, kurangnya evaluasi program, serta belum meratanya kesempatan pengembangan masih menjadi kendala utama. Faktor pendukung keberhasilan program meliputi komitmen pimpinan, relevansi materi pelatihan, serta motivasi pegawai. Penelitian ini merekomendasikan strategi pengembangan SDM yang lebih terstruktur, berkelanjutan, dan berbasis kebutuhan organisasi untuk memastikan peningkatan kinerja pegawai secara optimal serta mendukung terciptanya tata kelola pemerintahan yang transparan dan akuntabel.
