Analisis Pengaruh Faktor Individual dan Organisasi Terhadap Produktivitas Pegawai Pemerintah (Studi pada Dinas Komunikasi, Informatika, Persandian dan Statistik Kabupaten Teluk Bintuni)

Penelitian ini bertujuan untuk menganalisis pengaruh kepemimpinan organisasi, sistem kerja, dan kompetensi individu terhadap produktivitas pegawai di Dinas Komunikasi, Informatika, Persandian, dan Statistik Kabupaten Teluk Bintuni. Pendekatan kuantitatif digunakan dengan metode survei terhadap 62 pegawai sebagai responden. Analisis data dilakukan menggunakan Partial Least Squares Structural Equation Modeling (PLS-SEM). Hasil penelitian menunjukkan bahwa kompetensi individu memiliki pengaruh positif dan signifikan terhadap produktivitas pegawai, sedangkan kepemimpinan organisasi dan sistem kerja meskipun berpengaruh positif, tidak signifikan secara statistik. Nilai R² sebesar 0,595 mengindikasikan bahwa ketiga variabel independen mampu menjelaskan 59,5% variasi produktivitas pegawai. Temuan ini menegaskan pentingnya pengembangan kompetensi individu melalui pelatihan, pengembangan keterampilan, dan akses terhadap sumber daya yang relevan sebagai strategi peningkatan produktivitas. Implikasi praktis dari penelitian ini adalah perlunya kebijakan manajemen sumber daya manusia yang lebih berorientasi pada penguatan kapasitas pegawai, sementara penelitian mendatang dapat mempertimbangkan variabel tambahan seperti motivasi kerja, budaya organisasi, dan pemanfaatan teknologi digital untuk gambaran yang lebih komprehensif.
