Peran Teknologi dan SDM Dalam Pengelolaan Informasi Administrasi Kependudukan pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Intan Jaya

This study aims to analyze the role of technology and human resources (HR) in managing population administration information at the Population and Civil Registration Service of Intan Jaya Regency. The research method used is a qualitative approach with data collection techniques through observation, interviews, and documentation. The research informants consisted of five employees who play a role in managing population administration. The results of the study indicate that the technology used in managing population administration information includes the SIAK (Population Administration Information System) application, Starlink modem, integrated database system, computer hardware, and mobile applications. This technology contributes to increasing service efficiency, accelerating data access, improving the quality of HR through training, ensuring data storage security, and supporting data-based decision making. However, there are several obstacles in implementing technology, such as limited infrastructure, lack of skilled HR, resistance to change, and budget constraints. To overcome these challenges, investment is needed in the development of technological infrastructure, regular training programs for employees, and collaborative strategies with external parties to improve the quality of population administration services. Thus, this study confirms that optimal application of technology and effective human resource management are key factors in improving the quality of population administration services in areas with limited infrastructure.
