Analisis Upaya Pengelolaan Sampah Berbasis Masyarakat di Kabupaten Nabire Provinsi Papua Tengah

Pengelolaan sampah merupakan salah satu isu strategis dalam pembangunan berkelanjutan, khususnya di daerah yang sedang berkembang pesat. Penelitian ini bertujuan untuk menganalisis kondisi eksisting, efektivitas pengelolaan, partisipasi masyarakat, serta potensi ekonomi dari pengelolaan sampah di Kabupaten Nabire, Provinsi Papua Tengah. Metode penelitian menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui studi dokumentasi, observasi, dan wawancara. Hasil penelitian menunjukkan bahwa timbulan sampah di Kabupaten Nabire mencapai 25.466,30 ton/tahun, namun upaya pengurangan baru sekitar 0,14%. Infrastruktur pengelolaan sampah masih terbatas, meskipun telah tersedia fasilitas seperti pusat olah organik, komposting skala kecil, dan TPA. Partisipasi masyarakat mulai terbangun melalui skema Bank Sampah, terutama melalui kelompok pengepul sampah berbasis rumah ibadah dan komunitas lokal, yang berhasil mengumpulkan 44,163 ton sampah hingga akhir 2024. Namun, efektivitas pengelolaan masih terhambat oleh minimnya sarana prasarana, rendahnya kesadaran masyarakat, serta lemahnya penegakan regulasi. Penelitian ini merekomendasikan peningkatan peran pemerintah dalam regulasi, penguatan kapasitas kelompok swadaya masyarakat, serta optimalisasi pemanfaatan potensi ekonomi sampah melalui program daur ulang yang terintegrasi.
