Analisis Pengaruh Motivasi dan Disiplin terhadap Kinerja Pegawai Biro Pengadaan Barang dan Jasa Sekretariat Daerah Provinsi Papua Tengah

This study aims to examine the effect of motivation and work discipline on employee performance at the Bureau of Goods and Services Procurement of the Regional Secretariat of Central Papua Province. A quantitative associative approach was employed, with all 50 employees selected as respondents using a census sampling technique. Data were collected through structured questionnaires measured on a Likert scale and analyzed using multiple linear regression after passing validity and reliability tests. The results indicate that motivation has a positive and significant effect on employee performance. Work discipline also exerts a positive and significant influence on employee performance. Simultaneously, motivation and work discipline significantly contribute to improving employee performance. These findings suggest that employee performance in public sector organizations is not solely determined by technical competence but is strongly influenced by internal work motivation and adherence to organizational rules. The study highlights the importance of strengthening motivational systems, implementing fair reward mechanisms, and enforcing consistent work discipline as strategic efforts to enhance the performance of civil servants, particularly in strategic units responsible for public procurement.
