Analisis Implementasi Kebijakan Dinas Komunikasi Informatika Statistik dan Persandian Dalam Mendukung Pembangunan Daerah Kabupaten Intan Jaya

Penelitian ini bertujuan menganalisis implementasi kebijakan Dinas Komunikasi, Informatika, Statistik, dan Persandian (Diskominfo SP) Kabupaten Intan Jaya dalam mendukung pembangunan daerah. Menggunakan pendekatan kualitatif deskriptif, data dikumpulkan melalui wawancara mendalam, observasi, dan studi dokumen. Hasil penelitian menunjukkan bahwa implementasi kebijakan Diskominfo SP telah berkontribusi pada peningkatan layanan informasi publik, penguatan komunikasi pemerintah, serta penyediaan data statistik untuk perencanaan pembangunan. Namun demikian, berbagai hambatan masih dihadapi, antara lain keterbatasan sumber daya manusia, infrastruktur TIK yang belum merata, kondisi geografis yang sulit dijangkau, serta rendahnya literasi digital masyarakat. Faktor pendukung keberhasilan implementasi kebijakan meliputi dukungan kepala daerah, koordinasi antarorganisasi perangkat daerah, serta adanya inisiatif digitalisasi layanan publik. Penelitian ini menekankan perlunya strategi penguatan kapasitas SDM, peningkatan infrastruktur TIK, serta sinergi lintas sektor dalam rangka mewujudkan pembangunan daerah yang inklusif dan berkelanjutan. Temuan ini memberikan kontribusi bagi penyusunan kebijakan publik di daerah tertinggal, khususnya dalam konteks transformasi digital dan tata kelola pemerintahan berbasis data.
