This study analyzes the effectiveness of the duties and functions of the supervisor of the implementation of regional government affairs (PUPD) at the Inspectorate of Central Papua Province. Using a qualitative approach, data was collected through observation, interviews, and documentation, with qualitative descriptive analysis. The results of the study indicate that the effectiveness of supervision is highly dependent on the commitment to implementation according to regulations, especially the Regulation of the Governor of Central Papua Number 4 of 2022. This effectiveness is supported by thorough financial audits, policy evaluations, follow-up recommendations, and supervision of compliance with laws and regulations. The main supporting factors are leadership commitment, a structured supervision system, and collaboration with related agencies. However, the main challenges include geographical conditions, limited human resources, low employee discipline, external pressure, and lack of coordination in audits. This study confirms that increasing human resource capacity, strengthening the supervision system, and optimizing collaboration are needed to improve the accountability and effectiveness of the Inspectorate's supervision in carrying out its duties.
